There's stealing, and there's taking influence from. Nolan always screens films for the cast and crew for the first two days of production, to give them a general context of what he's aiming for. Heat was one of the films screened for The Dark Knight and that's never been secret.
Plus, I mean, if you're going to ding someone for stealing, start with Mann himself, remaking his own TV movie L.A. Takedown as Heat. Granted, Heat is better in every way.
More of a reimagining, and a more interesting one than it got credit for. But flawed, for sure. If nothing else, I love the storytelling in the first act and the way it drops the viewer into the middle of a situation that the characters understand, but the viewer has to put together as it's happening. And, like Collateral, the way Mann not only chose to go digital, but kept pushing the cameras to do things that film can't, rather than trying just to simulate film.
The compositions and the visual feel of the films are similar, the TDK is less cold. Again, this was never a secret. Visual quotations have been thick on the ground since the '90s, at least, and I find Back to the Future 3 lifting shots from Sergio Leone (and many, many other westerns) much more offensive than this, because BTTF3 wasn't doing anything with the influence beyond "look at me, I've seen a Leone movie, aren't I clever?"
As for this video, I think it was first released a few days ago, but the channel has a tendency to tweak the titles and opening card (the still seen on the link), probably to maximize engagement. He did it several times on the video on Spielberg's alien movies that I shared earlier, e.g.
One of the best analyses I've seen of two movies in a while. I think what stands out is character development, by the directors and writers, and by the 4 protagonist actors, who worked very hard on their roles (according to other videos I've seen). The note about the use of architecture (and vehicles) is also helpful. The result, I think is that we're much more interested in these protagonists' approaches; we're hooked.

I hate click bait titles, too, but the vid is worth watching if you like The Dark Knight or Michael Mann's urban crime thrillers.
